Bad political art has been around for centuries, it used to be in the form of overly complex political cartoons, now it's trashy representation art. Difference is, a lot of political cartoonists were at least competent artists. Nowadays it's people who have no clue how art and anatomy works riding whatever political statement is trendy (right now it's trans rights and #BLM) to get the approval they so desperately lack.
As for why they're so bad, it's a combination of art schools being genuinely trash (I wish I had the link to the article about how a lot of colleges don't even do figure drawing anymore, if someone has that let me know.) the "style is all that matters, don't bother with anatomy" shite that's been fed to a lot of amateur artists, and the simple fact that they don't have to get better to get those sweet sweet Twitter likes. A lot of them also don't need to improve to get a job, since they will either be hired to fill a diversity quota or they're living off of Mommy and Daddy's dime.
