It means he can have documents legalized. The requirements in Montana to become a notary aren't exactly impermissible:

So very similar to a Justice of the Peace then. Wow, the standards are lax. And Notaries can charge people to get their documents signed, too? That's actually illegal in my country. JPs are volunteers, and there's a fuckton of restrictions on who can be one, and they can get their status stripped if they get so much as a speeding fine. American Notary's have a lot less power and sway then the system of Justice of the Peace that exists elsewhere. Really all they are is an official witness for the signing of documents. Many of not most Real Estate Agents are Notary's, as are many Tax Preparers. Yes Notaries can charge. But it is typically an add on charge to other services provided from $5-20 tops. Most Banks will notarize for free. Notary is not a career in America. It is a service provided by careers that gain some benefit from it. Honestly what you make in Notary fees you can charge will typically barely make back the annual paperwork fees to renew.

Some confusion results from the fact that a notary means something more important some places. Some American notaries have ended up in big trouble for catering to a Latin American clientele because, in some Spanish speaking countries, a notary or "notario" actually means someone who has graduated law school.
These people sometimes prey on immigrants or act as if they're qualified to practice immigration law.

Here's everything I could find on the public docket. It was apparently kicked upstairs to District Court just a few days ago, 8/19/2024.
He also has a couple boring traffic tickets as well as an unpaid moving violation in a construction zone from 1/31/2023.
Here's the currently active case in the District Court.
He was apparently arraigned day before yesterday, 8/20/2024, at the District Court level.
Incidentally, we have a new factoid. His middle name is Dexter, which is his father's first name.
