The answer apparently was "Make a super grimdark Shadowrun ripoff topdown shooter. Spent all the dev time on intentionally confusing systems and no time on the actual combat or quests."
It's completely unrecognizable to the first game. You start as Hoopz in a concentration camp doing odd jobs for really horrible criminals who are all manipulating you.
Occasionally someone will crack a joke and you'll get confused.
Yeah, that was some of the restriction.

They felt like (probably correctly) that if they took money for the game - they should not reference any actual real people or organizations or else find themselves in deep legal trouble. So "Hoopz Barkley" just became "Hoopz" and they did not want to reference Charles Barkley, any other named NBA Player, the NBA, or any other celebrity reference (aka Wilford Brimley), Space Jam and anything related to it, and real world events or locations.

It turns out that limitation is severely limiting when the first game is basically 100% those references and I can see why they gave up (but not why they thought it was a good idea at all).
 
Meanwhile, TFR got cucked some more once again. This time, the problem is that people are discussing self-defense and are against gun control. Of course, they didn't want any Americans modding the place because they saw any American gun owners as poisoned by the 2nd amendment.

They still had a contingency of left-libertarians who unlike the average goon, don't trust the police to take away the guns from those foul chuds. That somehow means that they are all actually gunbrained crypto-fascists who disguise themselves as leftists if you ask those who don't want TFR to exist at all. Then again, they all worship victimhood in their own way.

By contrast, every other article on that site, such as the 4chan page, is overly long, pretentious, and done in a very obvious revisionist and redactionist manner.

Some of the first guys were goons and just made a fun, free game. They got a kickstarter for $100,000+ (a lot for the time), made a real company, didn't feel like making the game (because of the money, they had a lot of restrictions and not a lot of ideas) and then brought in a business type person who swindled them out of the company.

Honestly I'm not sure what you would even do as a sequel for Barkley 2 - not every game needs a sequel and it feels like they realized that pretty early in production and kind of stopped giving a shit.
Tales of Game's did genuinely attempt to make the game in earnest but completely fucked the pre-planning stage. The amount of money they asked for was just some arbitrary sum instead of actually budgeting anything, $120,000 sounds cool until you realize you have three people splitting that pie and if you try to go full-time on that, you've maybe got a year tops. The money unsurprisingly ended up running out real fast (especially since they had to use a chunk of their money to print and ship out the Cyberdwarf dakimakura covers, which genuinely was a really funny stunt though) and turns out that being obligated to make a commercial title on your free time really isn't as fun as an unrestrained and unsupervised shitpost.

They still managed to press on despite the issues and the really nasty surprise of Chef Boyardee (the writing guy who ended up doing work on Katana Zero) deciding to pack up and leave, so instead they decided to really do themselves in with unchecked scope creep, unwillingness to work on the actually pressing issues like making the core gameplay loop any fun and sinking unfathomable amounts of time on truly autistic and irrelevant minutiae (shit like the weapons breeding secretly working on a periodic table with atomic interactions, the resulting weapon would be a fission or fusion product). This is the part where the business guy comes in and the frustration starts to surface along with gay power games and the team just shakes apart at the seams.

There was also the famous "Dark Draker" saga where Bhroom copied and pasted a generic NPC everywhere to make it look like more was done than there actually was. Due to shitty programming, this caused the build times to balloon and various other development snags.
