Hollywood seems to not think highly of voice actors in general anymore, especially ones who are directly tied to specific characters. Just look at the drama surrounding VAs and the shitty Space Jam sequel. Its not like back in the 2000s where VAs like Cree Summer were even allowed to act as the female lead in a fucking Disney movie.

Yeah years ago Disney movies allowed actually voice actors to voice leads in their movies or even no names. I mean look up a lot of the Disney princess voice actresses and your see alot of them were mostly unknown Broadway stars.
I'd say Aladdin is the one to blame as it came out a few years prior. Remember, that had celebrity voices like Gilbert Gottfried and Robin Williams to voice their respective characters. That would influence the likes of Toy Story, Shrek, Monsters Inc., Madagascar, etc.

IIRC the whole reason for that is because AoStH Robotnik was the more well-known version of that character in the UK so they changed Fleetway Robotnik to look like him (for marketing or something? He later started wearing the Sonic Adventure-era outfit)
this is the same amy pascal who backed the women only goatbusters and was probably the one responsible for every misstep sony has made in the last decade, so it was probably because genndy was a guy and competent if not actually good at what he did
