Microsoft has always had it's Chinese counterparts have the same restrictions for all it's platforms both PC and console.

China is that controlling and if there way a way for people to reach the outside world during the hong kong protests, it was crushed, Because those people did try to send info and pictures through game channels because they thought the PRC wouldn't consider games a possible avenue.
