Hard to say about anything of that sort - no way he has citizenship, since as far as I know, he has no ability to communicate through finnish or swedish, which he'd need in order to get one. Residency on the other hand is available through marriage, which would become permanent after five years of marriage.
If he has his official address on Finland, he's eligible to the some benefits, unemployment would need citizenship from other EU/EEA member country, so it'd leave basic income support if he'd live here. And even that is only from the time he's in Finland and they don't pay any bills for anything occurring trips abroad.

Extremely unlikely he'd work in that kind of position, since there's no great french or english speaking diaspora in the region. And not sure about his qualifications either, since he'd need to have basically proper academic degree with necessary and somewhat specific studies.

I also found this randomly, and I think it looks "right" for the kind of school building an American would find appealing.
It's unlikely that she's in Kuopio or Joensuu. Both are pretty big university cities on local scale, and there's no places like that there (used to live there myself, torille)
EDIT: Now that I am reading that webpage the image is dated on 28th of October, 1987, and the text about that specific building says
Originally intended as temporary situation, the placement at Särkänmäki (another place there) was quite drawn out. It wasn't until gymnasium's 20th anniversary was coming around they started building own spaces for the school, and the first stones were set on 27th of May, 1987. The new building was finished at the spring of 1988, and the move happened around may and june.
So it seems that is the old building, which was in use up until 1980's. Going on by LaBelles own admission, his place wasn't used as school around 1950's anymore. Not to mention, comes with three acres of "moss and rocks", which at least to me implies nobody has done any farming on the property either.
I guess this kind of discussion could also go into dedicated pm chain or something, I dunno.
By this, and the area which seems to pride itself in those old historical buildings I'd say it's somewhere around Juuka - if I had more effort in me I could possibly even go there myself and check those houses since it's my summer holidays. Needless to say that those buildings are most likely protected so you can't just demolish them and build anew, and are a bitch to renovate properly.
