I had a simple idea. There's an overboard that oversees every thread being bumped. Why not just have 3-5 jannies refreshing the overboard as often as possible and delete the 'P almost as soon as it gets posted? This seems like a simple temporary fix while Kuz gets the hash ban to become better. Hopefully soon the hashban can become good enough that the overboard jannies can just go back to moderating the boards. Am I missing something here? This seems pretty obvious to me.

That would require the jannies to be Neets to stop p posters at all hours of the day but then again all jannies are neets.

I applied to be a cp janny last time they had the janny applications open and was accepted. They wanted a time slot for you to be available everyday to actively delete 'p. All you need is a few trusted neets who already browse the site to delete 'p when the come across it. Just send a warning using the sites already existing features to a few people who report actual offending content with an email address to get in contact with them. its far easier then building some easily bypassed system.

As far as I’m aware, and please correct me if I am incorrect in my assumption, but KolymaNet, which Kuz operated as an ISP, is hosted in Russia. I don’t know if Russian ISPs are held to the same reporting requirements as businesses in the US. You can read up on ISP self-reporting (§2258A) here.

The end-to-end process of receiving a CSAM removal report in the US goes like this:
1) ISP receives alert with full URL of infringing content

2) ISP issues communication to their customer requiring response within 4 hours. Failure to respond and remove infringing content will result in null route across their services entirely, not just the picture. An ISP cannot edit or modify a customer’s data

3) After the infringing content is removed, the ISP will usually ask that the customer fill out the self-report form to NCMEC. The ISP can also fill this out themselves upon request of the customer, or if proof of reporting has not been received within 3 business days

4) That’s usually it. Case is closed, however…

5) if recidivist reports of CSAM are received, the ISP may forego the need to warn the customer of service interruption and instead null route services first and ask for explanation later

6) at this point, the ISP asks the customer what will be done to ensure that malicious content will no longer be posted on their services, leading up to TSD - total service death.

As far as “reporting to police” goes, I have no idea how this shit works in Russia, but you don’t go to the local police departments to report CSAM, etc. in the US. They will direct you to someone who will take a case, then direct you to NCMEC. You generally won’t know the results of these investigations either. See: Null getting asked for information from the user who made threats on this forum re: Jan 6.

Finally, about the “police being uninterested in his reports”… well, imagine yourself running a website where this is a frequent occurrence, and all you’ve done to stop it is temporarily “ban” users and tap on the sign. He’s allowing it to happen, and the nature of the website, perhaps against his own wishes, encourages it to happen.

The bit about reporting threats of violence taking precedent over posts of CSAM is also a bit disingenuous. Credible threats of violence are almost instantly actionable. Forensics teams have to get involved to investigate a single picture to try to determine the origin, the individual, etc., and then, the investigating agencies want to sit on this potential lead to identify other sources of the material. This is why you never hear single count charges when CP is mentioned, usually dozens or more.
