I can't disagree, but it's a damned-if-you-do, damned-if-you-don't sort of thing. The mere existence of discord means people will want to use it, but the nature of discord means the people who are on it all the time will be... less than desirable.
I do think it would help discourage these cancer splinter groups, though.
