‘Log is quite coal often, a temporary rulecuck on coalposts could make the site better and force some posters to make gems.

Ban NASposters on /soy/ for 24 hours. They'll lurk and come back the next day to a gemmy catty, and hopefully they will be encouraged to make gems as well. The site won't be empty if you ban coalposts; it will have the chance to fill up with gems, and people will use the site because of the gems.
