I liked the section 31 sub plot in ds9 but it does feel like it flew over a lot of people's heads that they were villainous. I always felt it was a mistake to have them be what ended the fonder's (shapeshifters) in the show
Villainous as in underhanded, willing to fight dirty, sure. But I don't think they're evil. The other major powers intelligence agencies regularly employ torture. Romulans use painful mind reading technology. Vulcans and other telepaths can read minds.

The Founders created the Teplan blight. At a minimum that's what the Federation was in for for resisting the Founders. The morality was not whether genetic warfare would be used. The only morality left was us or them, and anyone would choose them.

Also the Jem'Hadar and Vorta are products of genetic warfare. You might get a blight like the Teplans or they might like your biological distinctiveness and genetically engineer you into believing they're gods.

I like to think the DS9 version of Section 31 is a bunch of disgruntled Starfleet officers like Pressman and Leyton and Maxwell whom were brought out of prison to head up the organization and why they became so active. These were the people that had the foresight to see just how much of a threat other powers actually are years before the war happened.

The only reason she got acting gigs is her connections.
