yeah, from a dramatic standpoint Sisko wasn't the sort of guy who would put up with Q's bullshitIn the Q episode of DS9, the writers didn't have the wormhole alien thing figured out for Sisko. It works out retroactively but, at the time, I think the point of the scene was to establish that Sisko does not fuck around.
Picard's mission was exploration and diplomacy. He was on the Federation flagship doing the thing that the Federation prides itself on doing. Everything Picard did was considered and thought-out. Sisko, on the other hand, used his intuition a lot more. He had the far more difficult assignment of keeping a shitty space station together, preventing the Bajorans from killing themselves, keeping the Cardassians at bay, and dealing with high-profile criminals passing through Bajoran space on a daily basis. Picard had the time, patience, and interest to playing around with Q while Sisko lacked all three.
I think that's sort of the big reason Q never returned to DS9: his purpose was always to "teach those little humans a lesson," but Sisko's situation never really called for it. The writers wanted Sisko to distinguish himself from Picard by punching Q and telling his crew to ignore the bastard, so why would they do anything else in future encounters with Q? The writers put themselves in a corner, but honestly it was a good corner. They sort of tried this again with "Move Along Home" (Allamaraine!) and it didn't work.

once you get past that "sight" he's got a glass jaw and he knows it, he leans entirely on picking on entities that are only on basic space/time, so when Guinan pulls her Flying Neutrino Fist stance Q just about shits himself, and we know Guinan is able to go well beyond basic spacetime perception and stuff
so Q just figures "lol new hyumon Imma go fuck with hi- OW holy shit. Uh... I have to go now forever. Because I just totally pranked you. Bye. ow ow ow"
also I dug up my paperback with Bread and Circuses, they just punt and have it as "the sun" and then at the end Son when we find out it was jeebus all along

Coupled with Q actually having an adjective elsewhere on DS9 and once that order of business taken care of. Q didn't have much reason to go back to DS9. whether it was intentional from the get-go to say "here is why Q won't be in this show" or it just worked out that way as they saw there wasn't much chemistry between the characters, that was the result

My wife watched all of TNG and DS9 with me and liked it. She watched maybe 3 episodes of Voyager and said "this is too girl power for me, let's watch something else" and we moved on to Enterprise. Which she liked better than Voyager.LMAO, they did it for the same reason as they did for DS9. Its kind of funny how it was the desperation for success in Voyagers banal showing that led them to pour ever more funds into Voyager, while DS9 was left pennies because it was too competently put together.
I can see why no one in Hollywood can do their job competently anymore (besides the fundamental fact that they are incapable of doing so of course). You get rewarded for being a fuck up, while the competent people are left to rot.
