What episodes of TNG do I need to watch in order to get the reference?
Any episode of Voyager and/or Enterprise
Yep. It's the Doctor from Voyager having an argument with the doctor from Enterprise.

And both actors do great work (Phlox may be questionable, but the actor is a solid professional - do not hold the role against the man*), it's awesome to see them together.

*Just like whatever else you may say about Janeway, Kate Mulgrew is legit talented and skilled.
 
Cardassians were mostly based on Russians and various eastern European autocracies. Their literature and general attitudes are lifted straight from Russia, their love of the state's authority and secret police are straight from the Soviet Union or East Germany, and Franz Kafka's works are a pretty clear influence on their bureaucracy.
And here I thought all Cardassians were Armenian shaved wookiees with a penchant for BBC.
 
And the Cardassians were a piss poor NOT!Nazi or even Roman knockoffs going by how few Bajorans were killed during the Occupation. Bajorans were REEING just because someone else had planted their flag on their sacred soil and locals couldn't do shit to stop it. FFS the Bajorans should be thanking their gods it wasn't the Klingons, Romulans or galactic powers didn't conquered them as they would have made the Bajoran species extinct or near extinct due to being extremely sore losers.
Legate Dukat knew what he was doing. He didn't want to see any more Bajorans die than had to (those idiot "resistance" fighters? Really?), and just wanted to keep the ore processed shipments going on to Cardassia to build the mighty warfleet to protect the Union from the warlike Federation, which was always grabbing more and more territory.

Still annoying AF the character assassination Dukat went through in the second half of DS9 cause what his name hated Dukat being a fan favorite. Dukat going from lawful evil to lawful neutral verging on lawful good during his character arc. With the nonstop REEING from almost every Bajoran character in TNG, DS9, and VOY, of course Cardassians are better than them.

Really if you watch closely - especially while binging - you'll notice Dukat really doesn't grow a lot as a character. Rather what changes is that his goals for a time become aligned with the goals of the protagonists. This leads a lot of people (in show and in meta) to assume he's growing as a person, but he's really not. He's every bit the egotistical asshole he always was. It's really a fascinating writing exercise of a character and probably one of the top examples because usually the "I'm not reforming, we're just allies for now" villain is super obvious and over the top about it. This is one of the few times it's much more subtle.

To distract from the latest nu-Trek abomination:

All the TNG cast has been great anytime I've seen them at cons, but Marina Sirtis is far and away the most hilarious. One year at Dragon Con, the panels were running behind schedule, so she was out in the crowd barking at all the nerds to hurry up and get in so the panel could start, helping the staff shepherd everyone to their seats. Great way to kick off a panel, I'll say that much.

Shatner is also great at cons too, it's crazy how he's still got it all these years later. First year I went to Dragon Con was the first year Shatner and Nimoy were both there (in my naivete, I didn't go to any of their panels, which remains a regret of mine), and as it happens, this little ditty came out just before the con, so it was pretty much played at least once before every panel:

Saw Shatner in 2016 at a con in Salt Lake City. He was in a panel in a huge basketball arena and confetti kept falling from the rafters, and he kept trying to catch one. He's great. I wish he'd gotten more fun movie parts like he did in Miss Congeniality. He was the best in Boston Legal.

The whole dominion is basically globalism. The changelings fit in almost every place (how do you do, fellow humans?) and subvert their nation once inside. They also have two armies, good goy whites (Vorta) and slave militant blacks (Jem'Hadar). The fucking blacks even need a chemical called "White" in order to function properly.
Why do they do it? Oh, because those horrible solids, they just never trusted them and they were exiled from wherever they went, even had their home world taken from them!

I never said that all the races were types of jew, but those four sure are. Andorians hate dishonesty, they couldn't be jewish.
