That was at least saved a bit by Spiner clearly taking the piss out of Piscopo, while still staying perfectly in character. It's been a very long time since I saw the Outrageous Okona and I won't be watching it again any time soon, but iirc, Piscopo was doing a shitty Jerry Lewis impression and Spiner (in a very data-like way) basically called him an idiot jumping around with fake teeth. (According to SFDebris, Piscopo wrote his own material for the episode, so Data is mocking Piscopo himself at least as much as he's mocking the shitty act.)

Take a decidedly past their prime famous person who peaked decades ago and who is clocking in at 20+ years of both extreme substance abuse and metaphorically/literally dicksucking their way to new roles and has thus been left with a QVC catalogue of mental health issues.
Subtract whatever looks made them halfway marketable for the screen or desirable for the weinstein types due to age and the aforementioned substance abuse.
Add in the now fully defective brain of this specimen still being pathologically obsessed with fame and exposure and being absolutely desperate to recapture some shred of their old "stardom".
Now factor in whatever currentyear marketing/publicisation gimmick that is in vogue within the industry. Right now its wokesped shit and anti drumpf/republican shrieking. A little while back it was muh environmentalism. A while back beforehand you had christfag shit, and before that new age horsecrap, and this is just a small sampling.
The end result is a sad old woman throwing endless shitfits on twitter and tryharding whatever she thinks is the fashionable opinion in order to try and bring back what they once had or what they have long thought they were owed.
Wheras celebs from A list to Z list who are still within some official kool kids klub or atleast halfway content with their position will use wokesped schtick as they would a fashionable scarf, the likes of Sirtis will cling to it like a life jacket in a freezing ocean because they are so existentially terrified of the only relevence and fame they had slipping away, and thus they act out a thousand times nastier and crazier than other celebs to try and stay relevant.
