Everyone frozen in time is just constantly feeling/thinking the exact same thing, without the ability to form new memories nor even realize time is passing. If someone's pepper sprayed at the exact moment time is stopped, they'll be feeling the searing pain for however long it's frozen, they just won't realize how long it was.

I remember posting something like this a few months ago, and I was told that I need to stop using a crack pipe and someone told me “Did you know that roofs have ceilings? You ever wonder why they exist every time we keep looking up in the sky?”

But people's brains and conscious are running on the same time as everything else. If you could somehow freeze time, they wouldn't process any thoughts.

For things to be "delayed" there'd have to be a separate external "time" that wasn't frozen.

So I'm gonna keep using my magic stopwatch.
