You target random nonames just going about their lives and get it widely publicized so everyone within that group is afraid they could be next. The KKK did it very effectively back when, lynchings heavily encouraged black people to move away or keep their heads way the fuck down if they couldn't, and gave them good reason not to want to challenge the established order. You target a random, civilian target both to instill fear in your enemies and to sow maximum chaos in their community in order to get the upper hand on them. Assassinating Clinton or Soros or whombstever you think is behind it all is both much harder and wouldn't have the same effect.
