That ain't even the worst picture in that gallery. The emoji itself isn't the problem. The sorts of individuals and the context of it's use however are the problem. You cannot search up on twitter without running into these bastards. They ruined the searchability of the crying emoji. That makes me mad.

They spam the crying emoji because Synth refuses to stop them. When I was in the chat, I noticed some of them are just hardcore anime fans. I think many people join the spam because they find it funny.
