This is the definition of set-up and (for Tamers) taking things seriously. This also isn't getting into stuff like Bartleby gradually developing empathy, the drama with his father, Mindy having an arc (becoming homeless), Flora having an arc (becoming independent of her sisters, becoming friends with Sonia), Knuxonia going from merely being hinted at to a canon relationship, Eggman's midlife crisis and more. Watch the very first episode and compare that Sonic to the one in the recent water park episode for proof the characters are warped but they absolutely develop.
