The symbol actually was originally used by occultists irl before it was adopted into warhammer so he is probably referencing actual chaos magick because it is common in the hobo community. (despite the actual tenets of chaos magick being diametrically opposed to such a lifestyle)

In fact, the symbol was actually created by author Michael Moorcock for the Elric stories, who then used it in some of his other Sword and Sorcery fiction. It was later adopted by practitioners of chaos magick, and of course, by Games Workshop.

Of course, none of this proves that Phil is not in fact a Beast of Nurgle.

How is that supposed to be a sugar skull? It has a bike for eyes, tits for cheeks (what skull has cheeks?), a hanger for a nose and busbars for teeth. And the bicyclist below it has a hat with a propeller on.

As @Sperglord Dante has said, Moorcock was pretty popular with with the nerd crowd, so the overwhelming likelihood is that they got it from him. Chaos Magick apparently only got started in the late 70's, over a decade after Moorcock became popular. The people at Games Workshop probably had never even heard of Chaos Magick at the time they started using the Eight Arrows in their games.

Anyway, while this is a pretty interesting discussion, it's totally off-topic. If we're going to continue, we should probably start a thread in one of the general forums.
 
There's no sort of flow or anything to the way the individual tattoos are arranged. He's just covered himself in a poorly done, hateful, retarded skin quilt
 
These tatoos are just the images that keep flickering through Phil's autistic as fuck mind when he sleeps.
 
Phil's tattoos look like something you would see on someone who passed out at a frat party.
