Watergate was really, really stupid. The Council to Re-Elect the President noticed that the DNC convention had a ton of hookers going in and out of the building. So these guys decided to tap the phone, to see if they could catch them ordering whores. It's almost laughably juvenile. They got caught, and it blindsided Nixon, who is recording saying "What asshole ordered that?" There was already blue-anon style conspiracy theories about Nixon dating back to the 50's and things spent two years spinning out of control.
