I'm no expert, but I think good black pigment is expensive.
I remember a good fifteen years ago there was a bit of a do surrounding black colourants ,especially in tattoo ink. Carcinogens, allergic reactions and in tattoos apparently some reacted weirdly with magnetic fforces like when people had to have ct scans.

Wouldn't surprise me if the worst cheap crap was banned in the USA aswell.
