The house was mortgaged for $130,000 two years before Bob died, which is why it seems incredibly unlikely that Barb has been able to obtain a reverse mortgage. Reverse mortgages have a ceiling - usually 65-70% of your equity in the property (they want to be sure of getting their interest when it's sold after you die). They would have paid fuck all off the 2009 mortgage before Bob died in 2011, so Barb would have had fuck all equity to secure a reverse mortgage.

in this thread and others, some people have expressed a black and white perspective on care: either it’s in a home for either of them or it’s complete independence. I just wanted to mention that there are many, many options in between, including forms of in-home care. Of course the biggest deciding factor is money.

Within in-home care there are a variety of options. Chris and barb don’t need 24/7 care, so a much cheaper option that is potentially covered or partially covered by a social program, is an in-home care worker a few times a week. Their job could include tasks like making sure they are keeping up with hygiene, food, help run errands, and monitor their health. I don’t know about VA, but I’m aware of independent living programs here where someone like Chris would have a roommate who is a live-In helper and gets their rent covered plus pay. There are many other options out there with a variety of care and independence levels.

TLDR: if you don’t actually know anything, naysaying isn’t helpful

While there is in-home help and ageing in place stuff (often subsidised) available if you can afford it, it doesn't get around the fact that Chris has now assaulted Barb. No agency which may be able to help can ignore that. It is demonstrably not safe for Chris to be Barb's primary carer any longer. Move one of them out and the other cannot afford to stay in the home, so practically speaking you have to find suitable accommodation for both.

Conning Chris into humiliating himself online is funny because it is essentially harmless, if not cruel in a sense. Holding Chris at gunpoint from the fucking moon and extorting him for one's own financial gain isn't in the same ballpark. Not sure if this falls under "phishing" but enough reports of the same type might cause some desk jockey to notice. I'm not super optimistic about that course of action, though.

If someone looking for care options is the objective, then you're probably better off contacting Adult Protective Services/Elder Abuse. People from the internet succeeded in having Kevin Havens removed as his girlfriend's carer by going that route.

I think "what to do" is something which depends on your objective.

No I really think Cole just wants Barb to die and could care less about his exceptional half-brother. He hasn't responded to any of Chris's other contact attempts and I'm sure he just files bad troll mail into the trash so I highly doubt he'll react to this situation any differently.

You seem to have this notion that having a thread on kiwi farms is some awful punishment that ruins lives. DSP is still chugging and he has an entire sub-forum.
