I have formed an opinion, it's alright as a sidegrade, i'd recommend it to people who never played the original, can't figure out mods, or own a console over a pc. I'll most likely go back to the original for my next playthrough simply because the size of the game takes up too much space.

It wasn't the state of game tech circa 2006, just the state of Bethesda and what they deemed as acceptable.
And from what I remember; lot of people on various game forums thought they were mostly unpleasant to look at and this mindset was prevalent throughout reviews of the game as well. To give a few examples:
IGN: "though some of the NPCs have odd facial features and questionable speech syncing."
1UP: "All of the character models have exquisite levels of detail, from their shoes to their jewelry to their equipment, but they also all look like creepy next-gen mannequins -- not like people at all."
PC Gamer UK: "their facial animation ranges from basic to non-existent, and some of their faces are downright ugly (including that of Patrick Stewart's character, sadly)."
Computergames: "Take the NPC models for instance. Those that are involved in quest lines always look very good, but the other ones, especially some of the human models leave something to be desired."

I distinctly remember saying "these in game models looks like shit" when I saw my brother playing it on 360. I couldn't get past that and never played it simply because of that, it was very off-putting. Made for some great memes tho
 
I really wish the color grading was the same as the original. That's my main complaint. I seriously don't get why "creators" nowadays are so afraid of bold colors. It doesn't make it look "cartoonish" Utopia had bold colors everywhere and is darker than 99% of "dark and gritty" shit out there.

I "Tried" it did not enjoy it as it ran poorly even though I have a highish level pc. Not only does it run poorly it looks so bland and generic and this is compared to the classic oblivion that was a bland and generic as fantasy gets. Maybe once the modders once again fix Bethesda games it may be better than the original, but currently it is a pale imitation.

Only good thing to come out of this was the Jannies at Nexus coping and seething about being forced to allow a male and female only mod.

Ps: I did like the remaster's leveling system as you don't have to Autisticly level your skills in a certain way to get the max stat points like in Morrowind and Oblivion
