I would argue that with her ever-swelling head and constant seizures Luna is in fact the binary opposite of deflated anti-pot girl.
If she could feel things or process thoughts then the warm, emotional insulation and happy apathy of a cannabis high is one of the few sensations I'd wish for little Buna... She already gazes uncomprehending into the abyss 24/7, maybe it would take the edge off being around Robyn all day every day — it's little wonder Glenn likes to cushion himself from reality a bit, and he at least gets to leave and go to work a few hours a day!

Fortunately, photosensitive seizures are relatively rare. Only about 3% of patients with diagnosed epilepsy have seizures triggered by flashing or blinking lights. Doctors actually flash a strobe light at the patient during a routine EEG just to make sure there's no abnormal brain electrical activity as a result.
I'm not certain whether it was this exact toy or another very similar one, but yes, they were planning for Luna to use it as a "wheelchair". I'll pause here for a moment to allow that mental image to sink ALL the way in.
