It sounds like from ISNIC's rules page that they need a court order to remove a page:

Article 10 Termination, locking and deregistration of domains.
The registry office is authorized to deregister a domain under the Icelandic national capital domain or close a domain if one of the following applies:
a. the registration information of the domain is obviously incorrect and/or incomplete,
b. technical installation is insufficient,
c. the beneficiary does not pay the annual fee or
d. hosting provider wants to take down the domain.
