Those have just been there because they are a simple, cheap way to add weight to the outside of the spinner so it spins longer. If you're going to machine something from metal there's really no reason for them, however the farther away from the center you have more weight, the longer the spin will be in theory.Hmm. edit: I had also never considered how many little kids will reach maturity in the next decade and discover years of identity theft, when they can't even open a basic checking account with their radioactive SSNs.
