One funny observation is that the original FF7 didn't have inspired-and-in-charge writers so much as everyone contributing then wrangling it into a cohesive structure.
So saying "Nojima is back and making the story right again" is laughable.

Was Hojo ever a bad one? The man is so blatantly amoral when it comes to research he's downright evil in his behavior... but he does know what he's doing, for better or for worse. Mostly worse.

Many characters of sober judgment say he’s subpar. You get a picture that his amorality is all done to try and outdo Professor Gast, who is leagues above Hojo though Hojo would never admit it.
Though I guess you could say he was phoning it in for Shinra and never really cared. Since he did do some shrewd things like destroy Gast’s records after memorizing them.
