Found this clip of a kid called Matan Even, which sounds like the same name our guy utters at the start of his speech (Hey, Matan!). This was his Twitter account (@matanevenoff), his latest video is form March 2021. He has a very similar hairstyle but in my opinion, he looks more than one year younger than the TGA kid.
