generally the mother is the commanding influence in a child's life, as the father usually spends all day working and making an income that will get sucked into the Jewish collective. If the father was Jewish he wouldn't be able to ensure that his kids turn into perfect kikes, and if he was allowed to stay part of the Jewish community then the money that gets swapped around would slowly bleed out into the goy. Generally Jews want to take the wealth and genetics of other cultures and make it their own, not let it bleed out and disperse. Also the mother of the child is always the one that birthed it but the father could be the milkman or someone else.

It’s basically just to ensure that the baby for sure is Jewish if it came from a Jewish woman. A Jewish man is with a gentile woman but she’s a whore and gets knocked up by another gentile, then the kid is 0% Jewish. This was established a couple thousand years before DNA testing.
