Religion's primary purpose is kind of communal binder to allow people to connect with one another outside of their own village. A shared set of morals is a key part of that, but it's not intended to be used outside of people of vastly dissimilar ethnic backgrounds.
That's the social/political purpose of religion, it has mostly been used as a tool of control. Nevertheless, there are spiritual truths from which religions emerge, and those can be very valuable, in my opinion.
So if we're talking about religion as a tool of control for vast masses of people, then yes, it's probably going to do a poor job with people of different cultural and ethnic backgrounds, but if we're talking about significant spiritual knowledge and practices, then anyone, no matter their ethnicity can benefit.
Christianity in particular has been grossly perverted to do just that: the amount of missionary effort to "save" Aztecs and Africans has been a disaster.

What do you mean by "ethnic religions"? Technically most religions are ethnic, since they were born from specific ethnic groups. judaism is an ethnic religion too, if this is what you mean.
