It's already a thing for scammers to accept a payment to set up the necessary background for the financial check, and then as soon as the paperwork is approved, it's all shuffled along to the next buyer. This is many of your Indian "students".
For a while you could pretty much flat-out buy Canadian citizenship by giving the government an interest-free loan of $3M (IIRC), but that was getting scammed by the Chinese who'd just wait until the loan was repaid and then, oh hey, a new random Chinese guy suddenly has $3M to loan to the government to buy citizenship.
