Its made up. The original has always been "Blood is thicker than water", which is interpreted as "Family ties are closer than friendships". There was a potential source of it coming from Arabic which translates to "Blood is thicker than milk" which is interpreted as "Friendships made meaningfully are closer than family ties".

The version you quoted was likely made around the 1990s because people like to feel smart and think they know the secret full version of a classic saying.

India's public image has been irreversibly destroyed. No other migrant group has managed to destroy its own good will more than Indians. Mexicans always had an image of poverty, but at least they're generally clean, Christian, many are beautiful, and Spanish is one of the most beautiful European languages.

You must not be around many Mexicans (especially the illegal ones). A lot of them have hoarding problems, and that includes animal hoarding too, they refuse to learn English and their men are rapists. It smells horrible in Mexican neighborhoods when it rains because of all the trash and dog shit.
