These people are privileged enough they haven't ever needed to develop their range of social communication to realise that the only off switch to such barbarism is the simpler social language of the negative reinforcement of anger and shame. Bewilderment and politeness go nowhere, those require a more complex language of civility, notably that of empathy. There is no theory of mind in such barbarism, so any social cues must take place within their own emotional landscape, and not your own; for them to pickup on your emotional landscape, that requires empathy, and that requires at some elementary civics.
It's the same deal when an autistic person has a tantrum/meltdown, or when a sane person has a survival situation, empathy goes out the window, and management is about self-regulation over all else. The less integrated one is with their environment, the shorter the fuse, to where it can become a permanent fixture or even state of their existence, forgoing their humanity, and relegating themself to only the animal part of the human animal.
In a civilised person, it isn't necessary to experience negative reinforcement by the hands of another, instead it can occur through haunting, which is the self-reflection/recognition of another's pain, which then to avoid trauma must be successfully and holistically integrate into a sustainably and supreme political philosophy that reduces universal pain (their pain, your pain, their rights, your rights) into a balance of trade offs.
Sometimes these barbarics consider themselves civilised, but they've confused a social philosophy with a civil philosophy, to them it is mere that of "gimmedat" politics; that your pain is not as valuable as my pain, and you owe me what you have as you are better off than me; without the developed intellect to recognise and reflect upon the generational harms of such; that maybe the onus of the issue is somewhere more expedient, more agentive, more divine; with universal preferential behaviour guaranteeing liberty through distributed-emergent enablement. That if one contributes value, they don't have to steal value; that one can be in need without evil; that evil is a choice.
Furthermore, for that begging clip, that shit doesn't emerge in a vacuum, it is incentivised behaviour from monetary cuckolds who reward such parasitical behaviour with money, alluding them to wrongly believe it is a job; these beggars just view it as any other occupational hazard, and the more theatric, probably the more they get. They need parental figures who care, not the money of strangers to their mob bosses. What capitalism gave to the world, is incentivise jobs that contribute value, and made the minimum requirement of society that of contributing value; that if you don't contribute, charity is there if you need it, otherwise get over yourself and contribute empiric value, that of to the empire of humanity. Charity works where one works with people they know, it falls victims to exploitation when one does not.
Another note that such barbarism to women is a really precarious situation, as there is no off switch unless one assert their social dominance, of which you must not just be prepared but actually able to defend not just one's intellectual position but physical position. This is why such barbaric societies recommend women be escorted in groups, or with trusted males.
The developing world really is a time machine to antiquity, where the west diverged and continued to innovate civics, yet such areas remained stagnate in their inertia. There were no age of enlightenment philosophers there, as such philosophers and philosophies never had the prerequisites to even develop there or care.
