Sure they might have had typewriters, telegraphs, and a civil government but they believed having said items would make them better instead of understanding those were just tools and they needed to improve themselves to truly succeed.
Interestingly enough, this mirrors many other former colonial and colored cultures, and is also what separates Japan and a few rare others from them.
The Ottoman Empire though that purchasing European weapons and equipment, and hiring European consultants to build them factories and train their troops, would make them as rich and powerful as the European powers.
No effort was put into Westernizing their institutions or adapting their culture to more closely emulate that of Europe.
Naturally, all their efforts were in vain - all the bling they purchased failed to deliver the desired results.
Japan, meanwhile, make a concerted effort not simply to procure European technology and knowledge, but also to emulate the aspects of European culture and ways of thinking that led to their success.
One could argue that the Japanese succeeded for the most part because they already did think like Europeans in all the ways that matter.
What I'm trying to say with this rant is that Indians are like so many other shitskins, chiefly the Arabs, that think just buying the newest and most expensive toys will magically turn their countries into the equivalent of homogenous, high-trust White states. This applies to the jeet bureaucracy too, it's basically a crude mockery of the Western institutions, but without any of the components that make those work (or used to work, sadly), but with all the typical jeetisms that turns everything they touch into putrid shit.
They would have been better off just adopting a system that takes into account the, uh, nuances of jeet "culture" and attempts to minimize the damage jeet behavior will do. But no, the saars have to ape the White man, because they have deluded themselves they are better and can do better.
