The comments on that proposal are astroturfed as shit. Click on a random comment and there's about a 90% chance it follows this exact format.

I am a U.S. citizen and a teacher in an underserved urban area. I oppose the proposed weighted H-1B rule.

Relevant Section:
The rule introduces weighting for H-1B petitions.

Analysis:
Nonprofits and schools in low-income communities sometimes hire international specialists in math and science education. Weighted selection favors corporations and cuts off these critical hires. Students in underserved communities will pay the price.

Recommendation:
Keep the lottery random and fair for nonprofits and schools.

Conclusion:
This proposal worsens educational inequality and should be withdrawn.

AI is definitely involved, but whether the AI stands for "Actually Indians" in this case is unclear. It's either big corpos using bots to retain their slave labor, or some kind of coordinated bobblehead campaign.

You cant, the best you can do is not play their game, call them a shit eating dalit and deport them back to their shithole. if they get uppity beat them, arrest then and then you deport them. You have to utterly deconstruct their trust in their peers such that they can put as much trust in a stranger as a friend.

It’s a shame based system. You have to break it down into guilt. The individual. Until you do they will always run to the group. They will always defend the group,

I thought you were joking but it's legit, I randomly picked some comments and they follow the same template.
Another template goes "I strongly oppose this. [Insert profession] H1B hurts [insert low wage industry]
