You're not supposed to touch powerlines in general but in the US most powerlines are insulated. It is still a problem but safety measures mean that there were only 200 deaths due to electrocution from powerlines last year.

Unsurprisingly this concern about safety does not exist in India so you get uninsulated wires + these fairly infamous "spider web" setups located in the middle of population centers:

They can be insulated, but generally speaking, the best protection is to not touch powerlines. If you're standing on the ground and you make contact with one, your body ends up completing the electrical circuit and the electricity escapes through your body. Birds don't get electrocuted when they sit on powerlines because they aren't grounded. The main difference is westerners aren't retarded enough to fly kites around powerlines or haphazardly place them where someone could touch them by accident.

No, at least the low-power lines are covered in some kind of plastic to prevent exactly this kind from happening (or a branch or bird from making the whole neighbourhood go dark).

Someone was probably doing a bit of jugaad and pocketing the "savings", hence why the line wasn't insulated, or the insulation had been worn away and nobody bothered to replace it.

All in all, one less jeet, so I'll call it a win.
