You'd be surprised how long CPR takes, it ain't like the movies, you got to make sure a person is stabilized. Knowing the announcers, they don't know the ins-and-outs of this stuff so everything looks like CPR to them.
See my last post, it takes time to stabilize someone, not all of that is CPR.
I watched this again a few times. The first guy who seems to notice something is wrong is #30 on the Bills, Dane Jackson, at the top of the screen. He was teammates with Hamlin at the University of Pittsburgh from 2016-2019 before both were drafted by the Bills (Hamlin in 2021, and Jackson the year before him.)

From the way that I looked at the replay and tackle, it could have been seen as a concussion gone awry. If anything, it’s pretty telling that ESPN would even televise the replay while trying to have the commentators scramble to say something about the play while the network continues to replay it for the second time.
CPR is essentially just keeping your blood pumping throughout the body so your faculties don't get deprived of oxygen. I've heard of lifeguards giving drowning victims even thirty minutes of CPR in order to keep them in an at least somewhat stable state until paramedics arrive. If it gives them a chance of coming back and not being completely braindead, you keep doing it, as long as you possibly can until you either start the heart again or it's extremely clear that what's happening is futile and a physician (usually, since in most states in the US paramedics cannot legally declare someone dead unless they display injuries incompatible with life) declares them dead.

Considering the fact that it was just almost two weeks ago that Shannon Sharpe legit almost went ballistic on him for claiming that he’s jealous because Tom Brady is more of an adept player at old age than he ever will be, I’m not surprised by this.
That statement was to be expected. Under no circumstances would he have been pronounced dead at the stadium for too many reasons to list. Goodell would've Weekend At Bernie'd his ass out of there himself if he had to.
Condition is critical. Not a medical guy but that's closer to dead than not. I'd imagine he's not going to be playing football soon either way.
I'm not a medical expert but "vital signs are back to normal" can still mean "he's a braindead vegetable", right? Dude had CPR for 10 minutes and apparently was unable to breathe on his own. That lack of oxygen is a scary thought.

Again, it's unclear if they were giving him chest compressions or whatever. As I said, commentators are not medical experts, neither are they medics, they're journalists and a few former players, they will not know what exactly is going on.
That first half hour looked pretty grim, its not hard to expect the worst.
Maybe we can find middle ground on a potential Zombie Damar Hamlin rising from the dead to seek revenge?
