That's actually exactly who wouldn't go ref hunting since the league would absolutely strip draft picks from any team that does that. Say goodbye to that #1 pick you're tanking for if you go do that.
If something like that were to actually happen it'd probably be a team that either just got eliminated from playoff contention or mid-game in a potential elimination scenario where the players feel like the refs are stealing the game from them. Imagine if that Seahawks v Rams game was actually the Rams fighting to stay in the hunt for a wildcard spot and that 2-point conversion happened. Even though it was a good call, it seems like the refs explained it to the sidelines poorly enough that they were all super pissed off and didn't understand what was going on even at the end of the game. If they had the added pressure of possibly losing their entire season there I could see some tempers absolutely overflowing on the zebras there.
I think the automatic fines for questioning the refs is complete bullshit. They're virtually immune to any critique or backlash due to NFL rules. What players say on their own in their off time shouldn't be penalized.

the closest we ever got to that scenario was bottlegate where refball fucked the browns out of a playoff spot, or fail mary because of the retarded rental refs (however that particular decision was so fucking heinous they ended the strike the next day). since in america we retain some semblance of being civilized we're not going to crucify the ref in the middle of the field like some third worlders do over a divegrass match gone wrong, but as everything in society heats up people might starting taking out their anger on the stupid shit like handegg matches and the people that officiate them.

Despite that, I did donate some money during Tom (Fag) Grossi's stream, because its a small-as-hell charity that puts ninety percent or so into their work for homeless people.
