Missingno doesn't cause any harm to your save or the cartridge. Improving the Hall of Fame does not count as harm.

Edit: MissingNo fucks up Pokemon Yellow if you encounter it, apparently. But not the save file itself.

Then she threw a dodongo into the room and burned down the entire house all because of Link
 
I’ve went WAAAAAAY too far beyond the boundaries. If you just keep going right in the dungeon layouts, the game loads up diabolical dialogue. It’s like I’m unlocking a dormant game demon.

It actually can in rare cases but you’re right that most of the time it is harmless.
I spent some time trying to figure out what the fuck exactly Missingno even is, and couldn't find anything for a long time, but eventually Retro Game Mechanics Explained put a video up, which is extremely technical and has 14 minutes of preamble to explain what the fuck's even going on. The tl;dw of it is: Missingno's graphic is derived from the game trying to decompress sprite data, but it pulls the supposed sprite data from program code that draws graphics intended for text boxes and dialog. But, other parameters it uses to decompress the graphic data is just as glitched as the rest, so the classic Missingno glitch image isn't even shown in full. Pokémon RBY uses 5x5, 6x6, and 7x7 tile sets to draw Pokémon from small to large, but Missingno is 13x13, which, in comparison to even the biggest ones being 7x7, Missingno is colossal. But since the game tries to write so much data, and it just doesn't have provisions to keep the ongoing attempt to draw Missingno's graphic from fucking up what's in RAM, it reaches all the way over to your Hall of Fame data. It gets corrupted because Missingno is, in reality, the size of a fucking planet.

I've seen the issue defined in much simpler terms. Basically the early games were too ambitious for the hardware and therefore every single line of unnecessary code was cut in order to fit the minuscule cartridge space. This included all the checks and balances code normally has to abort functions with corrupt results.

On software made by sane and rational people, failsafes will abort an operation when the system 'realizes' that it has gone off the rails. This is a very good thing as otherwise all hell can break loose, with permanent and irreversible hardware-level damage being eminently possible.

Buuuut GameFreak had no time or space for that nonsense when making the original games, so when their functions hit unexpected results, there are no statements to tell the program to abort. So it will happily proceed to generate absolute nonsense, gibberish results as long as any part of the game can compile. It will only crash when it hits a hardware limit.
