I think any report should literally be about one page, two at most, possibly with some attachments. It should also be limited to clear violations of actual election law. You don't want to flood them with every little quibble, because they're good at quibbling themselves
In my experience, you want a short cover letter that summarizes the situation. You follow with an affidavit that referenecs an applicable law and the violation. The affidavit continues with each law and how it was violated. Mention everything. This can go on as long as necessary. You follow up with exhibits and documentation.
I agree that you do not quibble - you only mention clear, documented violations of the law.
An FEC complaint is in the public record, and so is how it’s addressed.
