It appears Tim is throwing a tantrum over a labor law change, in West Virginia, related to how employees & contractors are defined:

After a cursory glance at the law Tim referenced, I did not see where the beanie boy would be held unduly liable if he took on a contractor, but I leave it to more experience farmers to check the language for something I missed.
Apparently, this law had been in effect since 2021, according to Tim. & the beanie boy "had assume{d} that our legal and accounting teams would be apprised to such retardation but that assumption was incorrect".
Tim argues that this places liability upon the business, not the contractor, & this makes it "impossible for us to contract people, for literally anything":
