You need a prostate for that. Implanting a prostate and expecting it to work in a woman is like implanting a uterus and expecting it to work on a man.
Conversely, while hysterectomies are a generally successful procedure, the removal of the prostate is next to impossible due to the location of it, the musculature surrounding it, and how it literally wraps around the walls of the bladder. Hence MtF transsexuals are often at risk for prostate cancer, especially due to their lifestyle choices.
You can remove the uterus to stop menstruating, but good lord does it ruin your hormonal balance. There is also the issue of the sexual response cycle as well. MtF transsexuals still have a refractory period whereas FtM lack it, and that is hard coded into their DNA and physiology. You can't fool your genes.
As long as sexual reassingment surgery remains a voluntary and aesthetic procedure, it will never develop to the point where it is a feasibly satisfactory surgery, and those who would willingly undergo it before it reaches that point are knowingly offering themselves up as medical guinea pigs.
