Not Riot's job nor has anyone knowingly authorised Riot as the party to do this. Riot has no place touching anything beyond their own software ecosystem.It's more so that Riot fixed Microsoft's fuckup by patching a security flaw.
1) Inability to access one's OS for all affected users, and on an individual level data loss (where applicable) and/or financial or other damages as a result of lack of access or data loss (where applicable)But can you be more specific about 1) what the damage is, 2) who's responsible, and 3) how it would hold up in court?

3) It won't because such cases never hold against software companies no matter how egregious. If actually taken to court by a state, it would be about disabling user's access to their OS as a side effect of their intentional change, and cases of data loss or actual damages would have to be individual civil cases
