It's being discussed on xitter by some dude who reposted it. Showed up in my feed, likely where OP got it from.
 
This account reposted the the clip, my feed showed me, more than two posts talking about this, seems to be a recent thing.

People are mad that vinny turned off the annonying woman character voice, and now are blaming that the game reputation is "ruined" because of this clip
This resurfaces like every 3-6 months on Twitter. People side with and against and start a whole shit flinging argument everytime.

Because it was a meme, the whole Armstrong saying Nanomachines son thing, so when he said the line in game Vinny just did an ironic excited take to it.

Kojima using nanomachines as a both mcguffing and plot device in MGS4 destroyed all the credibility for future entries.
Platinum Games just rolfstomped into it.
