VOMs is a vtubing group; a literal loose grouping of talents under a single umbrella, maybe with a single manager or managing team, but they were more tightly nit than others due to the founder owning the characters.Japanese vtubers are usually media personalities employed by an agency, like C-list pop stars, yes. They have corporate handlers, media relations teams, strict rules on who and what they can stream with, etc. VOMS, the group Pikamee is with is unique because it's literally just a shitlord from 2chan who said "If you wanna vtube I'll make you character designs and we'll go in on a split on the merch" or whatever. It's basically just one guy and the people he's hired to support the streamers he works with. Contrast a group like Hololive / Vshoujo that treats their streamers in the same kind of fresh meat for the ginder way they treat all idol singers in Japan.
Hololive and Nijisanji are full on agencies, as in actual corporations, with managers, marketing teams, legal teams, etc. Agencies generally own their talents avatars, but this isn't always the case (I think some early Hololive talents have special deals with Hololive's parent company, who doesn't own the avatar).
Vshoujo calls itself an agency, but it functions more like a cooperative. The company only handles the behind the scenes areas, primarily things like marketing deals. The talents are functionally independent otherwise, own their avatars, and were streaming prior to Vshoujo existing.
