They undid the buff in the second hotfix today because it was crashing games. It will be back in december for the 1999 update. I didn't get to play with the buffed koumei, but what they changed was that kill assists counted towards your 2. On paper it makes her way less frustrating to play in squads, since you don't have to compete with your braindead team who are just using aoe weapons to explode the whole room while you are trying to set up to do the challenge. She's still pretty good in solo, endurace type missions because being able to stack decrees is broken.

Major story update. Infested Liches. Big lore dumps. It's very important to both the game's story and DE's update cycle.
Dont tell me it takes place in 1999 and its on earth although is earth in warframe like ours or...? Havent gotten deep into the lore yet.

It has a 1999 aesthetic but remains to he seen if it's the actual past of the main warframe timeline. You'll understand more once you go back to demos for story quests.

Its pretty unambiguously the past, considering they've mentioned the time machine multiple times.

The most recent major update, the one a few days ago, was called Warframe: Koumei and the Five Fates. The next update is going to be The Big One for this year, called Warframe: 1999.
It takes place in 1999, with all of the pagers and boy band goodness you would expect
They try to get out about one huge, game changing update a year. Last year's was Whispers in the Walls, which also came out in december.

Does rhe update makes Koumei good or is it still bad as people say?
Don't listen to people when they say frames are bad. IMO 90% of the time people complain is because they have bad weapons (or don't understand how their weapons damage works) and are using the frame to make up for the lack of damage/usability instead of the frame for it's actual benefits. I know you're pretty early in the game still, so you don't have access to a lot of the "required" mods to make any frame viable, but once you get to SP the game actually opens up for you and you can start doing damage.

Koumei is great because she just dumps status procs on enemies with 1 and 4 and with a little mod called Condition Overload (galvanized aptitude/savvy/shot) and a mechanic called multiplicative CO she does boatloads of damage with certain weapons. Or you can put Melee affliction on a Tenet Exec with CO and bane mods and it turns the status damage from abilities into weapon damage with slam attacks. She can sorta health tank with her 3. And her 2 is the subsume for non endless mission, a lot of people a saying Sickening Pulse, but I kinda like Voruna's ability because I run Equilibrium and can always guaranty that the enemies have five or more statuses.

Spending your whole 'Frame to do a similar or worse job priming to a number of pets - a Sentinel with a barely-modded Helstrum or Tazicor or a Panzer on the animal side (or, if you want to do it yourself, the Epitaph) - is a pretty high opportunity cost. She's not good.

Similar or worse job to pets? The only thing that Koumei is worse at priming is an aoe secondary with encumber, which is what you should be running anyway.

Max number of unique status is 13 (actually 14 or 15, but Koumei/encumber can't apply void or tau) which means Koumei's 4 has a 57% chance to put every status on enemies in LoS. You get crit chance, crit damage, armor strip, and extra damage if you aren't relying on status damage, which won't be factored into the math here. A melee weapon with multiplicative CO like the Nepheri or Corufell with 13 statuses hit for an extra 1040% multiplicative damage. Granted a primary or secondary doesn't get the same bonkers percentage, but an extra 80% or 120% respectively from galvanized mods starts to get scale really well with crit. Secondaries also have Secondary Shiver that triggers CO which at max cold stacks, again only a 1 or 4 away, is another 450% multiplicative on certain guns.

I will reiterate that most people have bad weapons and don't know how to use them. Koumei is not a caster frame, she is a gun platform that lets you hit in the millions by casting a single ability allowing you to bring more utility/damage into your missions instead of wasting weapons/companion spots on priming. Take off all your mods and arcanes on Koumei, take everything off a Stalhta except serration and vital sense, cast your 4 and shoot some stuff. Put galvanized aptitude on the Stalhta and repeat the process. Then do it with a Corufell if you want to see some really big numbers.
 
I have no idea what you guys are saying but ill just say i find Koumei cool and i want to have her.

I'm hopeful for the augments in the future since right now her build is really anything goes.

By the looks of it and based on what you peeps say, i think she will be my open world frame and considering im doing the entrati stuff she is perfect for me

If they did this I wouldn't be surprised if they changed Volt's subsume along with it. Viable shock trooper on every weapon platform would go crazy. Although I do like running viral/heat on Saryn and turning it into viral/gas once there are enough enemies on screen.
If they did that, they would have to do it for all the other elemental subsumes. Also, given the fact that you'll have to give up a mod slot and helmith over an ability to do it, I think there's no reason to nerf the abilities. Especially so since it would break up the monotony of running the usual Roar/Nourish.
 
If this change goes through, they will be nearly out of things to fix. They'll have to bring steve and scott back in to add something new, unfinished, and completely retarded in order to sustain the streak of fixes no one thought would ever come.

I'm more saying that I would expect them to change shock to shield for Volt's helminth. Melee Influence is already super broken and being able to shock trooper a mag/toxin weapon to proc electricity would make corpus even less relevant than they are. And it seem easier to change his helminth than fix the rest of the game. Who knows what's going on in the mind of the average leaf though.

That will never fucking happen in a million years and would be even more broken. Electric Shield gives +50% shock damage for each shield (for a total of 300% damage with all 6 stacked) and gives a final critical damage multiplier of +100% (that doesn't stack with multiple shields). It also blocks all enemy damage from passing through, can be carried around with you, and has an augment that allows you to shieldgate without ever needing Cat Shields.
