If I see that fucking goofy ass "Gyre" skin on the subreddit one more time, I'm going to crash out. Not only does it not fit Gyre, at all, it doesn't fit Warframe's design. It looks like some KoreanMMO slop.
Modifiers will now be categorized with a one-per-category restriction, to mitigate back-to-back(-to-back) combinations that screw over most Warframes (energy-based modifiers were given as an example)
I wonder if they're also consider mission modifiers.
Selecting a Warframe from the parameter pool will now give three points, letting you skip two personal modifiers.

To actually make the loadout parameters more enticing to use, they'll be getting buffs similar to Arbitrations/Archon Hunts. Hopefully they're meaningful buffs rather than the generic Strength/Health/Damage setup, but at least this means you don't have to pray to RNGsus that the Helminth's being generous this week.
It is absolutely going to be the most bare minimum buffs which means additive base stats.
They're aware that they overtuned Sirius's Jade Stars ability, especially as a subsume for AFK builds, so now it's getting a LoS nerf. In exchange, Celestial Clash will trigger additional Heat/Slash damage with a guaranteed proc, depending on which twin took a swing.
Be even better if they at least updated the LoS check to the one they made for Dante, slapped on Excal's 2, and then never used again. :lossmanjack:

This looks horrible. At least people are grilling him over the shift.
 
If you were already clearing elite archimedia each week, I don't feel like these changes really do much. I was already using whatever the rotation was anyway, except now I will be able to avoid more modifiers. I get why people want to use their own stuff, but the complaints really start to seem like "AAAA this game about COLLECTING things wants me to COLLECT things and then use my COLLECTION I'm losing my mind AAAAAAA". They even made the no gear modifier stop applying to archgun, so its not like your weapon selection mattered anyway. The energy constriction modifier was also not that big a deal, just use manifold bond + archon stretch. But most people wouldn't know about that because they only thing they know how to do is look up META and BROKEN!!11! videos which tell you to use panzer vulpaphyla for everything (which can't run manifold bond well). I wish they had just disabled hildryn from the mode, speficically to filter everyone who can't actually the play the game (basically everyone because this game attracts the most braindead retards in gaming) so I could watch them seethe.

The problem is that it specifically disincentivises collecting things. It's less of a problem with Frames, since most of them can be made useful as opposed to the majority of weapons being MR fodder, but because you're guaranteed to roll at least one thing you own, the actual behaviour it encourages is selling everything you wouldn't want to roll.

I just have not found this to be the case. First of all, if you owned the weapons and instead of min maxing in the most retarded way possible, you could actually mod the fucking things. People cry about getting junk weapons, but seriously? Not 1 of them is usable? Not 1 weapon in the rotation of 9 can be made to kill things at an okay-ish rate? Even though companions and archgun (and their arcanes) aren't random? What is actually happening is that this game is mostly played by people with less than a triple digit iq, so they can't build their way out of a cardboard box. They are basically spiderman trying to keep the suit in whichever movie that was. ("If you are nothing without that torid incarnon then you shouldn't have it").

You can generally scrape something together if you know what you're doing, but I've definitely had weeks with nothing usable, particularly when modifiers are taken into account. With that said, the proposed changes will generally make things easier in that regard, and I don't disagree that most of the community scrabble to share a single brain cell between them, but selling anything you wouldn't be happy to roll (i.e. getting rid of most of your collection in a hoarding game) does remain the most consistent way to turn usually rolling something you want into always doing so.
