They make it pretty clear he was a known quantity before paying penance, and that they didn't want to give him up. It only makes sense that they'd take any opportunity to put an overqualified man back where he belongs so he can be of the greatest use.

I dont know where SM 2 falls on the timeline in comparison to the new campaign either. The whole thing was a bureaucratic farce spurred on by Leandros, but they obviously didn't see any utility in punishing him, so they rewarded his well meaning desire to keep things clean and orderly by making him a chaplain and slapped him on the wrist to avoid wasting resources. They couldn't do that for Titus because big daddy government already got involved.
 
I like that Titus is 40k’s Master Chief and after years of waiting is getting the attention the old boy deserves. The Ultramarine redemption from the Ward nonsense is owed to Titus, Know No Fear, Malum “The Meme” Caedo and Roboute actually being a cool guy.

It’s weird they’re blue-balling us on Titus meeting Roboute, we know they’re gonna hit it off. Roboute detests the by the books mentality of the chapter and likes the “wild child” approach (he prefers Cato to Calgar) so he’s gonna probably lining Titus up for his own chapter down the line.

It’s amusing that Roboute has an experienced, grizzled warhorse as Chapter Master but obviously prefers the younger and more bravado-fueled swordsman. Very Fulgrimian, very funny.

He always had a soft spot for Aeonid Thiel and his willingness to speak his mind instead of just mindlessly deferring to his Primarch like so many other Space Marines, Ultramarines or not, frequently did. Same reason Sanguinis liked Nassir Amit so much: dude spoke what he felt was the truth, didn't matter to who or the potential consequences of doing so. It isn't just a matter of mindset there, but actual courage and willpower when you think about the effects of geneseed and hypno indoctrination on recruits. That one Chaplain who bitched out to the Lion about his abandoning the Edict of Nikea was on the verge of a complete breakdown from being forced to confront his Primarch, even to enforce the literal words of the Emperor.

I'm gonna go with just you. The leather straps off the belt, other ultramarines have that. The capes, belt buckles, ultima insignia on the chest, iron halos, bolters, are different. Shin and torso armor trim and boots are different. Titus has more service studs.

Modern GW hates specifying dates, and you could maybe guess based on his service studs but they weren't updated between SM1 and SM2 so it could be he got the 2 studs including his time with the death watch, or it's advanced another 100 years since SM2 but considering the plague wars were retconned to be far closer to the start of the indomitus crusade, it's probably for his death watch service where he was stuck for a century after his century or so of interrogation and stasis(if I'm remembering right).

It’s still poor pacing.
It’s analogous to if Aragorn was suddenly King of Gondor right at the start of two towers, with no explanation, nor anything said about Denathor (somewhat equivalent to Leandros in this metaphor.)

Yes, the outcome makes sense, and you can craft a story which supports that, or hand wave explanations for why it can happen offscreen, but it’s not as satisfying as seeing the characters earn the outcome. It’s not bad storytelling per se, but it’s not the best storytelling.

This falls flat as a criticism because we DID see that. At the end of SM2 Titus earned the respect of his chapter master, stopped a chaos incursion, heard the Emperor speak, and was granted the laurels of victory. Him being a Lieutenant was an insult, and we've already seen him as a captain. It wasnt said outright at the end of SM2, but just using some context clues its pretty easy to see that Calgar, who was pissed his competent Captain was taken by the Inquisition, would seek to elevate him to Captain again. Theres nothing here we havent seen, besides the literal reranking ceremony, which you just saw in the animatic.

This doesn’t address my point though. All these points address why it makes sense for Titus to be a captain again, and as I said, it absolutely does.
But SM2 ends with Leandros telling him “you’ll always be under suspicion,” and Titus being sent off on some special mission. Then we have Secret Level, and now we’ve flashed forward and all that setup form the end of SM2 has apparently been resolved, we got “Captain Acheran died on the way to his home planet” off screen, and now Titus is captain. Pacing wise, that will give a lot of people whiplash, as it has.

Yes, it absolutely makes sense for him to be captain after Acheran. May even make sense for Titus to replace him without him dying. But handling all that offscreen and then telling us why that was OK fails to tell a good story, even if it all makes sense. It’s a great example of why “show, don’t tell” is a universal writing maxim.

It could very well be that Acheran got sent off to some other UM successor chapter. The end. No one cares about Acheran and GW knows this. Some nebulous span of time has passed between SM2 and now I guess after the plague wars and that could be multiple years for things to happen.
