They make it pretty clear he was a known quantity before paying penance, and that they didn't want to give him up. It only makes sense that they'd take any opportunity to put an overqualified man back where he belongs so he can be of the greatest use.Dude gets brought back into the fold, just handed the lieutenant role(how lucky that there was an opening in 2nd company at that exact moment) and within like a week(?) He's back to being Captain.
I dont know where SM 2 falls on the timeline in comparison to the new campaign either. The whole thing was a bureaucratic farce spurred on by Leandros, but they obviously didn't see any utility in punishing him, so they rewarded his well meaning desire to keep things clean and orderly by making him a chaplain and slapped him on the wrist to avoid wasting resources. They couldn't do that for Titus because big daddy government already got involved.
