I heard somewhere that some of the Black Library cuck writers wanted Femstodies for a while. After reading some of the White Dwarf short stories that are full of gay and bisexual Imperial citizens I believe it.
Yes, ADB infamously wanted FemStodes but was shot down hard by GW's lore team. It's one reason why the rumors that this wasn't an approved lore change (initially) rang true. He was crying like a little bitch on Facebook about it in what was a transparent attempt to get Sigmarxism et all to harass GW into letting him do it.
For reference, the two rumors were:
1. That the FemStodes change in the Codex was made to placate Amazon, who wanted Female Representation if they were going to do a 40k series but didn't want to be accused of changing the lore like they are with Rangz of Powah, so they were going to make GW change the lore first. GW flat out refused to allow Female Space Marines, Amazon rejected Female Inquisitors ("so she's not super powered without the armor on? That's no good") or Sisters of Battle ("religion is a no go"), and Custodes was the next available girlboss bullshit. The lore change was made without running it past the various lore teams in GW. (This was the 4chan rumor/leak.)
2. That a rogue editor changed some minor fluff in the Codex to turn a male character female (literally the only change is the use of female pronouns in like 2 sentences) and no one caught it. Given how shit the codex is rules wise, it's possible. (This was the twitter rumor/leak.)
Either way, once the change was in, there was no way in hell GW was going to be able to undo it. That's now how this shit works. Like look at the new kids toys and books from Disney -- The Little Mermaid is now black, even when she's a baby in comic books created in 2024, despite the 2023 movie bombing. Because they race-swapped her once and that shit never gets undone. April O'Neil (TMNT) will always be black and ugly now, because again, they made the change and you aren't allowed to go backwards when they fix something.
The animation released is timed such that the codex could have dropped, they did an internal crisis team meeting, and realized they couldn't undo it without being destroyed by the activists, so they just gave up and started work on the animation / changing the animation to match the change. It definitely aligns with the idea that they started after the codex dropped, not before. One of the things that made the 4chan/twitter leaks believable is that GW seemed to have jack and shit ready for this lore change -- no new models, no new art, not even a puff piece on GW's website. That's not how they normally do something like this, and them finally being able to shove DEI shit in 40k would normally have resulted in the activist types crowing from the rooftops about it.
