What do you not like about these models respectively
The first wave of units all follow the transhumanist identity of the faction, replacing human parts with electromechanical, covering that with giant robes to hide how inhuman they have actually become. Electropriests don't really fit that at all. The second wave is just "we couldn't think of Calvary that aren't chicken walkers" and "what if we kept stealing more from David Lynch's Dune".
 
I can see "steampunk" applying to Sulphurhounds and Pteraxii but not Electro-Priests. It seems they don't have any 30K models though, so there is no comparison.

The models that are abortions are past the first wave which was your standard skitarri, priests, Cawl, etc.

That was when they decided to do this faux-Da Vinci sketch shit that is awful, just awful. Throw in GW-tism preventing even an Imperial Armor volume from letting AdMech field their superior range and you have a stillborn army.

I'm not entirely sure why Electro-Priests don't have as many obvious augmentations but here is an area where there are oddballs among Techpriests, especially among Magi Biologis aka "Genetors":

"Everything organic we know of is simply machinery, in one form or another. Tendons replace pistons; flesh in the place of steel; blood is simply biological coolant. [It's a little bit more than that.] To deny this and shun it is more than just Mechanicus orthodoxy—it is idiocy."

Even Cawl kept his rib cage for "sentimental reasons"

If memory serves, Perturabo had detailed knowledge of the life and works of Leonardo da Vinci (how is an interesting question because all of this was from Ancient Terra) and wanted to follow in his footsteps before being used as a weapon first by his adoptive father and then his real father so I wouldn't put it past the Mechanicus either. Cherubim have weird little wings too and as far as I know they don't even work.

Pert having Da Vinci’s stuff is both things he found and gifts from the Emperor, who obviously would’ve saved the important stuff from the past, likley knew Da Vinci and might’ve even patterned Pert after him and giving him Da Vinci’s stuff is his way of saying “this is where the idea of you began”, no different than Roboute and the Khan being born from history’s greatest and fiercest.

He had access to these records before meeting Big E. When he first awoke and left his pod on Olympia he had no possessions and was indeed butt-ass-naked and had to make crude clothing from the hides of animals he killed. I don't think he got what he knew from the Emperor.

I’m talking about the actual sketches and actual, physical artifacts he had, Pert found a cache on Terra but Emps spent time with each primarch after they were discovered and though Pert later hated him, there was still that awestruck period most of them outside Angron and Morty had.

He gave all of the non-broken ones something during the time he was active in their lives, which was key to their identity (letting Ultramar remain intact) and was a defining moment for them and oftentimes the greater universe (banning psykers).
 
I get it. I didn't have much success with soldering either, though I understand there are life hacks similar to what you mentioned for painting. Since you reminded me of it, I would now like to take the time to remark that these models are really really really fucking gay:

With an immense network of cells, vaults, bedrooms and man-caves underneath. He’s probably got even more than he shows off.

That’s not even counting the caches he’s probably got hidden off-site.

You're thinking of the sanctum imperialis(which is more like a "normal" palace). the palace itself is a gigantic city with a space port after they cut the top 10,000 feet or so off of mount everest and flattened the region. But yeah he does have a personal museum of ancient earth trinkets, ships in a bottle, paintings, and other random crap.

And there's the dark cells, which is a mega prison of "dangerous" shit, including a few humans in statis, xenos, robots, artifacts, etc. But that's separate from "the blackstone"(not blackstone fortress) which is a different prison made for psykers and really bad fuckups. Then there's various libraries, the tower of hegemon, etc. that also have artifacts and shit.

You know, Horus during the Siege was pretty Chris-like in his horrifying delusions and he was causing a dimensional merge. Nigga spouted off demon names like they were his golf buddies.

He also, as noted in this thread, wanted children the old-fashioned way.
