I'm thinking of starting an army. Which race/faction is easy to start and work with?

I heard Raven guard are currently pretty easy to play since they debuff shooting at them from long range.
Ain't too fond of 8th ed though, removing initiative and making whoever charges first has turned it into old warhammer fantasy pre-editors losing their minds. Probably because they fucked up with age of skubmar they thought to bring it back to 40k.
It is not welcome in my hobby store, neither are the action figures they call super heavy walkers. Primarchs are under scrutiny too by several old timers, they really like their old canon.
Then I'm not sure, 7th ed Eldar and Tau superheavy walkers were all the cheese easy play.
So guys, I reckon I could give running a series of one-offs using Only War a go. The idea is that it's an episodic style series of skirmishes and slight dashes of characterization (if the lot don't get blamm'ed or WAAAUGH!'ed) where we play as members of the Tallarn Desert Raiders. It's mostly going to be combat and scouting actions, so keep that in mind.
It's probably going to be on off days where other DMs just don't show for games, since the whole idea is since might as well do something for a bit instead of just not gaming.

It's what happens when you as a game company can't be arsed to just lump your factions into one big update per rather than piecemeal like they currently do. Also don't help they mostly just shill for a few major factions and leave the others in the dark except when enough people complain.I miss Tallarn players rocking up at my store. I was looking into the setting some more. The Fall of Cadia specifically and learned that Creed recalled all the Cadian regiments serving off world back to the planet and when the planet fell 4 million of the 850 million Imperials escaped. So it sounds like the Cadians got pretty much wiped out and I wonder if GW will actually change some models to reflect that. Maybe push some new regiments like the Steel Legion or Tallarns, I seriously doubt they will but it'd be nice.
They haven't even done a full roster for Tanith's 1st and Only, I'm not optimistic given I think Cadian-pattern IG will remain the norm. Right, I'm gonna have to ask you spergs a favour.
I'm in the process of designing some affordable modular terrain pieces, and I want to just check the scale of these things before I start to set the pieces up for laser cutting. The bases that the models stand on are typically 25mm/1 inch, right? What's an average height for them? I know they they're nominally heroic scale, but I also know that GW isn't big on following other people's conventions, so if one of you could do me a solid and just quickly measure their plastic/metal men for me, I'd appreciate it.
Terrain-wise, I'm looking mainly at tech/industrial stuff for now, with an eye to moving on to more gothic pieces at a later stage (they're harder to do in a modular style).
If anyone has any suggestions or requests, give me a shout.
I'd say 4 inches, then you account for Librarians with their big pokey magic sticks.A bog standard space marine on base stand just under 2 inches (1 & 3/4 inch tall to be exact) but the best spacing between floors of ruins would be 3 inches.
